So, a lot of us are upset that the report doesn't implicate any of the higher ups. Let's look at this in the bigger context though. It does confirm that the FISA court was lied to and misled by at least 3 different FBI agents that I can think of (Strzok, Page and this new guy). The Democrats are taking it as a win that it hasn't gone any further than that yet but that's a pretty big change from the flat denials we started out with. It also establishes that, even if there's no criminal culpability from the higher ups due to this report, the investigation was still unmerited according to the report.
