"1, No person may run or be appointed as a Representative of a Congressional District unless he/she has maintained a residence and spent at least 50% of his/her time there for at least two years immediately prior to appointment or election.

2, No person may run or be appointed as a Senator of a State unless he/she has maintained a residence and spent at least 50% of his/her time there for at least six years immediately prior to appointment or election"

While acknowledging this would prevent sitting representatives and senators from seeking re-election, it is an improvement over the existing system of district shopping and State shopping we currently have.

Just get rid of the career politicians...pass term limits...2 terms for senators (12 years), terms for Reps (10 years) is enough...Then make it so they cant go from one to the other, nobody needs someone who has been in power for 22 years. Note, The term limits I proposed are longer than the president (8 years) to allow those lower offices to help balance power. If the goal is a balance of power we need to throw out those in power before they have a chance to consolidate it.

The would of course need to be changes to Civil Service Statutes to prohibit a permanent Government Class as well. The point is to allow the voters to reclaim control over THEIR public SERVANTS.

ps I was born in 58 so I'm a boomer according to some and post boomer according to others.
