While acknowledging this would prevent sitting representatives and senators from seeking re-election, it is an improvement over the existing system of district shopping and State shopping we currently have.

Just get rid of the career politicians...pass term limits...2 terms for senators (12 years), terms for Reps (10 years) is enough...Then make it so they cant go from one to the other, nobody needs someone who has been in power for 22 years. Note, The term limits I proposed are longer than the president (8 years) to allow those lower offices to help balance power. If the goal is a balance of power we need to throw out those in power before they have a chance to consolidate it.

The would of course need to be changes to Civil Service Statutes to prohibit a permanent Government Class as well. The point is to allow the voters to reclaim control over THEIR public SERVANTS.
