Yeah, not ideal, but in the long run this could be a really good thing. I'm of the opinion that the only way Mexico stops being a narco state is if they can establish real middle class wealth building that doesn't rely on the drug economy to exist. This deal might give them that. That's a win win for both us and them as having a middle class means they can start consuming more American goods, maybe even become a safe country.
Ding ding ding! Their various land and economic reforms permanently kicked the feet out from under anyone trying to make an honest living. You either pay your bribes and live at the top or you are little more than a peasant. Mexico's middle class needs a break, and their lower classes need to have imported corn, soy, and other locally available commodities more tightly controlled with tarriffs.
