Why does there have to be a House vote? Treaties are the domain of the Senate and the President. The President should have told Nancy to fuck off with any of her demands because she's not part of the process.

They gotta bounce through both houses but the president negotiates them, I believe, and comes back to the law makers for approval.

Don't know why I have it in my head the Constitution says the President can enter the US into treaties with the advice and consent of the Senate. It must say consent of the Congress instead.
