Nixon wasn't in total control. There was the "Bay of Pigs" thing he mentioned in the tapes. I gather he doesn't want to cross the Deep State and get his head blown off. So, if he was backstabbed by the Deep State having the break-in scandal dumped on him, there was nothing much he could do. At least he got out alive, unlike JFK.
