People think America has a problem with political embezzlement? If Putin wants so much as a country road built he'd better come down and do the finances himself, otherwise he'll end up paying who knows how much money for nothing to ever happen.

We pay cruddy contractors to do cruddy work, they pay nonexistent contractors to do no work.
