Keep in mind, the FISA allowed them to go over all his past communications, private records, emails, phone calls, etc. So they were able to look at stuff from when he was part of the campaign. What's more, I haven't heard if the traditional 2 hop rule was in effect which allows them to do the same to everyone he communicated with and everyone those people communicated with.
Because unless someone flat out tells Horowitz they did it for partisan reasons he's gonna give them the benefit of the doubt.
