I think it's because the materials they are requesting are currently being used in a grand jury and the judge wants that wrapped up first. It may be the Awan trial, I'm not sure.

When ABC news puts out a piece (2018) stating how “vindictive” Judge Sullivan was towards Flynn, it’s bad.
Sullivan is BFFs with Judge Contreras, who presides over FISC and who likely signed off on Flynn’s taps. Contreras is friends with Strzok and Page.
Sullivan just quoted the fucking Mueller investigation as credible and concludes that Flynn was “not a victim of prosecutorial misconduct.”
