This is why a process in which only the prosecution gets to have a say is flawed. How can it not be abused? 99.97% of these FISA warrants are rubber stamped.

There should be a person appointed to represent the person to be surveilled. That attorney or advocate should be financially incentivized to prevent the FISA warrant. If they are successful they should get paid a bonus.
