Schiff is a puppet. His masters have video of him committing the most vile crimes imaginable. His orders are to keep marching the narrative forward at all costs or else. Nothing else explains his bizarre behavior.

They all know it's a dead end, and are just playing for time. Schiff hasn't figured out what they have in store for him once he inevitably runs out of road, but he doesn't have a bright future.
