If I get a speeding ticket, but the officer never submits it to the court, did I get a ticket? Can I go to the courthouse with the ticket number and pay the fine? They have no record of it, so no I can't.

I could frame it and hang it on my wall, but no, there is no case in court against me. I will never be fined, and my auto insurance rates will not increase.

Did I get a ticket?
