Why would raising the smoking age federally be in a bill about spending? This is our congress at their absolute worst.

Seems likely to be overturned by the court should someone challenge it.

A line-item veto would take care of this problem. Congress is not going to give this power to this President (or any other, yet).

However, there is all sorts of process associated with allocating and spending....so, find out who demanded this or that bit of pork, publicize it and oppose it.
