The mentally ill and drug addicts are certainly the most visible, but at least in CA, where housing costs are insane, there are a lot of people who just can't afford a place to stay. Builders face a ton of regulations making it very expensive to build and a steady stream of immigrants help to keep rents high, compete for social services, etc. The California dream has turned into a nightmare.
