No matter how much money they spend setting these places up, if they plan to just fill them up with the mentally ill, junkies, and desperate ill prepared people (and the people that prey upon them) then it will be a horrific shithole in no time flat. It will become exactly like (or possibly even worse than) the crime ridden and disease, shit and garbage filled areas they inhabit already.
