The junkies will have ripped the wires and plumbing out of the walls within a month to scrap the copper and score another fix. Some methed out lady will go ahead and pass the fuck out while cooking beans on a camp stove and burn the whole place down.

Huge numbers of the mentally ill homeless won't even go to this new utopia because they are sure it's a plot by the aliens from jupiter to round them up and turn them into alien fertilizer. They'll still be out yelling this at the traffic on the off ramps.

The only solution to this is to bring back the asylums.
