Chicago could elect Republicans for all positions for the next 50 years straight and the problems in the "black community" will only improve slightly, but essentially remain the same. The simple reason: everything that is needed to fix the problems will be labeled as racist, and then fought against by the very "community" that would eventually benefit from the needed changes. The powerful in Chicago know the system, they know how it works, and they have no intention of ever changing it. Race-baiting politics is simply too profitable for those "leaders." Just look at how long Elijah Cummings lived high and mighty on the backs of the people in his Baltimore district. Both of Englewood's US Representatives have been reelected since the 1990s. Both, obviously, Democrats.

The phrases "black community" and "African American" inherently show how deep the issue is - you've separated yourselves in your own minds from every other person in this country who considers themselves Americans.
