Why the hell are there 29 judges on a single court?

The Ninth Circuit is the largest appellate court. It hears all the cases of the entire western quarter of the country, including Hawaii and Alaska. For this reason alone it should be split apart.

Because when the 9th Circuit was formed, California, Oregon and Washington were backwaters. Now, it needs to be split.
