Your entire premise is fundamentally flawed. If the Republicans are in trouble with votes, would not trying to get more be the obvious remedy? This is like arguing about minority arrests with anti-cop people. If the goal was to fulfill arrest quotas, arresting only the minorities would make filling the quota take longer.
