She wasn't a cop. She was a civilian observer. Most any citizen can be a civilian observer. I was told I must stay in the patrol car at all times, especially if anything goes down. I was instructed to use the radio and identify myself and the unit ID and location and anything else requested by the dispatcher.

Source? Regardless, if i'm a civilian observer or not, if I am with a cop and see him getting his ass kicked with no backup, I will get out of that car and do whatever I can. I don't care if it will end up in my death or life in prison. I wouldn't be able to contain myself.
