New York has all sorts of racial and ethnic "community patrols", just like this Muslim one. The original was "Shomrim", a Jewish patrol. A Brooklyn Asian patrol exists as well. Diversity has worked so well for New York that each group feels the need for its own race-based vigilante group instead of city police.
Except as far as can be seen, Shomrim isn't a prescriptive force.
