Pelosi says she cannot appoint impeachment managers until the Senate defines the rules. Wrong! Her majority makes the rules for the house processes in an impeachment proceeding. Choosing managers has zero to do with delivering the articles. Nothing prevents Pelosi from sending the articles to the Senate, waiting for their rules for the trial for the trial, and then appointing managers to fit. She is pushing a false equivalency to support delays, which will backfire because she truly has zero leverage. The House cannot force conditions upon the Senate to do anything.
