I actually had not even considered this case. It will be interesting how this plays out. IMO the right play would be to get congress to back him on fighting the cartels, perhaps not labeling them as a terrorist organization. This would allow Trump to show he wants to help those fleeing Mexico and would force the Democrats to show their hand regarding immigration.
