The communities should be able to determine if someone should be banned by the report flag
if a post gets flagged, they give the reason, and then you should be able to go to a "Flagged" tab and see a list of posts / comments that are flagged, with an indicator of whether or not they are 'visible/invisible' based on the number of times they were flagged by different users
the posts/comments listed under the flag tab give you the option to drill down and see all the "reasons for flagging" as comments, and list the usernames of people who did it. You have a right to face your accusers.
The community sets how many flags are needed to remove a post / comment (say 20) -- they can vote on this and then the final tally is averaged
The 'most flagged' float to the top of the 'flagged" tab
People then can voat up or down on whether the flagged comment is visible or not and if they overwhelmingly vote VISIBLE then the flagged post / comment becomes "IMMUNE" to future flagggotry
(Flaggotry refers to the activity of flagging and/or FALSE FLAGGING, lol)
This activity is called community-moderating or democratic moderating or even 'metamoderating'

It's a safe assumption that Reddit has been building files on influential posters at T_D (as well as other social media sites). It wouldn't take much to turn their world upside down in 2020 and take them out of the fight.
