It isn't because they are broke. It's because their message is ineffective. They can't get any buy in for the shit they're peddling. It doesn't matter how much they have they know they cannot compete in messaging against Team Trump. They are banning political ads because they can't allow citizens know that their programs are terrible for the nation. It'll look like a close race until about 6 weeks out. People will start paying attention and realize that the D's aren't offering anything that they need.
