Refugees can be put into refugee camps, where they can feed and clothe themselves. I don't see why we mingle them with the population at all. We shouldn't even really police refugee camps, because they should police themselves.
A refugee is a temporary status, and it comes with the promise that the individuals will go home. There is no integration of refugees, no voting rights, nothing. Maybe we send them food and blankets, maybe we just hand them a few sheep and seeds for spring and let them feed and clothe themselves.
If they want something more than that, they're not a refugee and don't belong in our country.
