In this context, it's essentially a legal DDOS...by requesting a million FOIAs (and having a lawyer behind the requests when they fail to fulfil their legal obligation of 20 days (or whatever it is now) to fulfill it) means that the government agency will NOT be able to even handle a million simultaneous lawsuits and that agency will be shut down by force, if the courts are doing their job

This would be a populist DDOS via public-private lawfare.

But it wouldn't achieve our goal, and there would be no winner or loser. We'd waste our money, we would NOT get our information, and the agency would NOT be able to operate

The government might respond by revising FOIA and make it more opaque or just take it away, not unlike the pope slapping an Asian woman's hand

I am not recommending the above scenario, but certainly, a SOROS would be able to do such a thing by creating thousands of NGOs to do create such a lawfare situation and shut down an independent agency
