These universities should be held accountable for aiding and abetting espionage, imo. Admittedly, if these measures are too punitive, it may have some sordid consequences for the educational system. But considering just how often these foreign nationals make out of the country with sensitive research makes me feel like there's some money being passed under the table. At the very least, investigations should be carried out on these Universities and these research centres heavily audited.
