"all the proposed laws" is the operative phrase, imo. So far, everything proposed is unconstitutional and will have to go up the appropriate channels in order to be smacked down. It is annoying but it would be worse if the President (D or R) had to power to stop a legislative process (constitutional or not) before it has even begun.
