I’m gonna make two guesses on this.

  1. The letter is the latest (of many) canary trap. Intended to expose a leak channel and set participants up fir prosecution.

  1. The letter is a deep state member lashing out in response to Durham shifting his focus to the Pentagon last week. Remember, six high ranking Pentagon officials have resigned in the past seven days, including the chief of staff yesterday.

Former Obama-era Intel employees now hold managerial posts at the WaPo. I believe that they continue to hold their security clearances and are the leakers for this classified information.

Trump needs to order the revocation of these clearances.

How?

Within most management groups there are things like contingency planning so it is possible to react quickly when necessary. They are supposed to remain internal because they do not state the position of the Company or Department.

If someone want's to stir up trouble, they simply release the contingency document which will be most problematic.

But there is probably a very small group of people who have access to these documents and people do not like trouble makers stabbing them in the back.
