This is exactly what it was. They could have been much more accurate with their attacks, but purposely missed. Now that can say "See, we stuck back. Aren't we tough." Trump knows that if we go into war with Iran, the majority of the people that get killed are most likely going to be people that don't really want to fight in the first place, but are forced into the Iranian Army. Most will probably have little to no training.
I am hoping for a non-violent action if no Americans were killed. It's pretty obvious that Iran really didn't want to hit any of the bases (they are bad, but not that bad) and it was all a show of bravado. Iran does not want to be wiped off the face of the planet! This whole thing was probably masterminded by Democrat/Deep State actors in an attempt to make President Trump look bad and give them an edge in the 2020 elections. I'm sure President Trump knows this too and it weighing all his options carefully.
If Americans were Killed, All bets are off. I would however, expect the strikes to be very strategic. Weapons factories/Silos, places that train Terrorists, their nuclear facilities, and military bases. Starting a war would be playing into the Democrats hands, but if you destroy their ability to participate in a war, you win.

He was threatening to destroy N Korea, and then he ends up being the first American President to meet with them face to face.
