Merkel did this in Germany for her beloved moslem migrants. Long time renters were evicted from properties so that the gov't would have space for the million or so moslems they had brought in.

Small towns with empty buildings were destroyed by a huge influx of violent, young males. Laws were also passed to force property owners to rent to these people.

In Sweden there was talk of expropriating vacation homes from owners to house the moslems. I don't know it they carried through with that threat.
