Michael Moore is responsible for the whole "Iraq was invaded because of 9/11" meme because he deliberately chopped off part of a statement made by Condi in Fahrenheit 9/11 in a similar manner to the constant truncating of Trump's "They're not sending their best" quote where he supposedly referred to all immigrants/illegal immigrants/Mexicans as rapists, etc. Bush himself publicly stated that there was no evidence that Saddam Hussein had anything to do with 9/11 in September of 2003.

Bush claimed Iraq harboured Al Qaeda, who were responsible for 9/11, but yeah the kicker was really the WMD fake satellite images presented to the UN. Without 9/11 those images would not have been enough, however, and congress authorized the use of military force against Iraq already in October 2002, a year after 9/11, the same authorization Trump used to eliminate Soleiman btw.
Also note that the US activated clause 4 in the NATO charter which states that all members must defend any member state who is attacked, which is how many European states were convinced to join the Iraq war. That argument wouldn't hold without 9/11.
