There needs to be at a minimum two stages. Take a vote after stage one. Stage one should be “even if we assume everything presented in the articles of impeachment as absolutely true, is it an impeachable offense?” The answer seems to me be an unqualified “no” and that should be the basis of dismissal.

Except dismissing it simply falls into their hands. They want a dismissal, why do you think they have yet to present the articles to the Senate?
If the Repubs don't hand down the same rules that the Dems used in the House then they are caving.
