I THINK that's what the letter is saying... that these are people who DID wait their turn, were vetted, etc.
I still, however, am bothered by the part about "In December, Governor Holcomb sent a letter to non-profits that have been participating in the U.S. State Departments resettlement program...", but I'd have to do deeper research in to who they are and how much I'm paying them for their work, vs. what they're doing to integrate these refugees in to America...

The 40 states agreeing will just have to fight over a diminishing number.

But then add all the "path to citizenship" imported workers and the number grows.

Well, if these are refugees that HAVE waited in line and have been vetted, I have NO problem with religious non-profits being involved in helping them become acclimated to the U.S. I mean, that's how it's supposed to work, right? The government decides they can come in, but then we want local people and organizations to work with them to get them settled in, right?
I just called as well. I suggested that they put out a press release when they arrive with some background information on them and suggestions on how we Hoosiers can help them integrate in to our great State. They said that would be a good idea - but I doubt they'll do it.
In all seriousness, it would be awesome for the Gov. to make an announcement about them coming in, that they waited in line, they aren't illegals; that they've been vetted and want to become contributing members of our State's economy... get out in front of the backlash and make it a positive experience for them AND us, rather than letting it look like they're doing it without letting the public know and without explaining why.
They sure as fuck are if they don't apply for refugee status at a US Border Station.
