He sure is. It's almost certain insanity, unless you notice that he has lots of support behind him and the Feds aren't dragging him out of his office right now. I'm thinking these decisions are coming from a much higher pay grade than his and it goes a long way into justifying keeping him in command in VA. You need someone as deeply compromised as Northam, to act as the catalyst to trigger the avalanche.
