Puerto Rico is corrupt to the core, they don't want to become a state because then the local land would no longer be protected from outside buyers, and all of the land would soon be owned by normal americans who can actually make some money off the properties.
There's more to it than that. Puerto Rico has a different language, different culture, different demography, different origins, and basically is no more American than Guatemala is. They are a territory because of an American experiment with imperialism approximately 120 years ago. This has been a great arrangement for them, but we don't get anything out of it.
I have liked the Puerto Ricans I have met but I also don't believe in imperialism, so I would like to see them restored to independence, personally.

Restored to independence? When is the last time they were independent? The 1400s ?
Independent of the United States, specifically. I don't think Spain has the money to support a welfare colony far removed from their shores.
