I was fortunate to serve with FEMA in PR October - December 2017.

The people: A#1 lovely, kind.

The government/bureaucracy: corrupt to the core, every single time, including the National Guard. Every single elected official is on the take, every bureaucrat is stealing to help their friends and family. It is a typical third world island nation.
