The only reason why you would need to rush the border of another country, is if you are actively being chased by hostiles in your own country, and they are trying to kill you, so you go running for the border screaming for help.

Confiscate their belongings and deport them to their home countries. Do it enough times and they wont attempt it again. The problem in the past was they got in the majority of the time and made a years wage in a month.
Change the calculus and you won't see anyone wanting to break out laws.
Rather than shooting them, a better deterrent would be to arrest them, put them to work on building Mexican infrastructure, and letting them write letters home to their families in Honduras.
