Hundreds of thousands, if not millions, of Americans have retired in Central America and the Caribbean precisely for the climate. There's no being a refugee based on the weather there. A Canadian from the Yukon, perhaps, but certainly not from a place with coconuts, palm trees, and warm swimmable water.
