Trust me, I live in this area and have for decades on/off. Heard this from my ridiculously based brother-in-law, and agree with it, having a mandatory 3 month "Peace Corp" type assignment t for the wealthiest teens to work off sweat equity for Harvard, etc, or just hs graduation, by building sewers in Southern Mexico and Guam and Panama would be worth the 3 or 4 sexual assaults a year.
