Microbiologist here. If I was going to start a huge outbreak via bioterrorism, I would create a virus that infects easily and quickly before symptoms start. Then I would infect volunteers and send them across the global to the busiest airports.
Yeah I played that game too pandemic or something? If the virus was too lethal too early it would be noticed and quarantined then I could never get to those pesky island nations that had closed borders and travel.

How can a virus be let out of a building? Like it was a giant vaporized cloud in a room and someone opened the window as a bunch of people were walking by?
Scientist/janitor/other worker doesn't follow protocol, comes in contact with or is infected by the virus, goes to lunch and bumps into/sneezes on someone or some thing and the party starts.
