The FEC should require that States be able to Certify that all of their votes came from Citizens, who were LEGALLY eligible to vote, and who actually were the ones voting. and if they can't then the entire state's votes should be disqualified, along with their electors.

The FEC is only operating with less than a full board. They aren't capable of doing much. I don't understand how this has been allowed to happen.
