I'm really tired of Quid Pro Quo getting such a bad rep. It is the essence of all contracts of which Treaties are a subset. It is even required for a legally valid contract under the name CONSIDERATION.

It is the exchange of public money for private gain which is wrong. It is BRIBERY.
