Instead of helping you find some frustratingly divided urban area whose entrenched social stratification between the races resembles the starting stage of a game of Chinese Checkers, here is what you do.
Look for a "vibrant" downtown in a 90%+ white area with low crime, GO THERE after you research, and look for multi-ethnic WORKING PEOPLE with respectable culture related jobs that aren't the omnipresent Indian Hotel owners, Asian Food places, and <Insert Ethnicity> over-priced cornershop/gas station in a low income and/or high traffic area. But, you ask, what does that leave?
Lawyers, Real Estate Agents/Developers, Clergy, Local Politicians, Franchise Owners, and Doctors other than Dentists and small practice GPs.
Regular fucking community leaders and business people, that exist in such persons home countries, are just as equally desirable as any <Insert preferred ethnicity> business man or woman.
Unlike bargain bin Dentists and family doctors from overseas that buy up the existing staff and businesses of constantly retiring quick and dirty consult/care work, businesses themselves that are desirable established staples of life for clients which allow them to function for at least a while before inevitably destroying said business by laying off inherited staff to replace them with the new owner's own ethnic family members which they prefer despite the blatant anti-majority nepotism/favoritism involved. Completing the destruction of local social trust by then catering to State-subsidized patients and extracting extreme wealth via legal but questionable bills to the Gov: which they then walk away from once the feeding frenzy is over leaving a crater in the community.
And that is the best case scenario if they aren't themselves transplanted foreign Docs near retirement age working just long enough to get social security before flipping their clientelle to some new big city malpractice schuckster or another foreign Doc for a profit - just like buying a house before a RE market bubble bursts and quickly flipping it or taking out a top of the market equity loan and letting it go back to the bank - basically a no lose scenario so long as they keep enough clients to get the required social security credits.
This exact behavior is writ large throughout every <insert minority> favoring loan program for small businesses, and it is also exactly why evenly split communities are a nightmare to people trying to move into something that seems good but that is on the decline if you know what to look for.
Don't care about the faces in the crowd or the even distribution of won-ton slinging food spots relative to any other ethnicity food spot, care about who is shaping your potential community and who is doing good work. The 90/10 effect of busy workers and doers will persist no matter where you go, and so 90% plus white at least means whatever social dynamic exists in the area will be likely to persevere until you're far closer to dying.
And, again, ALWAYS VISIT WHERE YOU WOULD LIKE TO MOVE.
The City, then the Neighborhood, then the property itself if you can swing it. Don't be like Steve the Hipster and buy a place down-wind of that open air drainage pipe everyone knows has been spewing sewage since before Eisenhower, but that is still officially unoffficially grandfathered in as a tolerable local landmark / business because it is near some body of water that would require entire blocks be bull dozed to make that one leaky stink-hole legal to modern standards.
