A comment I read yesterday gave me a new way to look at this.
The commenter said: 'Supreme Court "allows" - since when do we live in a Judicial Monarchy?"
Is this the reason judgements from the courts have always been called "Opinions"?
Should it read: "In the Supreme Court's opinion the Executive has the authority to deport immigrants according to the "public charge rule" established by Congress in 1882.
The Public Charge Rule:
