You can refuse to be served but it is called evading and a judge can decide to proceed with or without the defendent's participation.

Gabbard just has to show multiple attempts were made and those attempts were intentionally blocked. I think Killary tweeting that she is being "intimidated" by this lawsuit, and that's why she is refusing receipt, is pretty clear evidence of evading.

Nope. Most if not all states allow service by mail. New York is one that allows it.

Put documents into a first-class envelope, postage prepaid. Drop in mailbox. Fill out form certifying to the court that you mailed it. Done.

It has to be certified mail otherwise you cannot prove that it was actually mailed in court, though the person can reject accepting certified mail (though you'd have record of that from the post office).
