I'm not sure if you're aware or not, but a President can't arrest anyone.... unless he's just going to pull a good old citizen's arrest.....
He is the highest Law enforcement officer in the land. He orders it done, it must be done.

Also, the coast guard can be used as law enforcement and they can act in all 50 states and DC; and he's the commander in chief and can order them to make arrests, even if the FBI or Secret Service won't do it
He has many options, but it's actually his job to enforce the law
