Perhaps, or perhaps not.

This was a massive deal and President Trump usually hands out pens during such signings.

I think it's more likely just normal practice.

Lol, he doesn't normally do it like this, grabbing literal handfuls of pens. He usually gives 1 to 1 person never like 15 to 1 person hahaha
