I think China seriously sucks, it's the major threat to the west and having lived and worked there for a short time, I don't like the racism of the people and how brainwashed they are. However, I don't think making out this paper is nefarious is helpful.
Yes this could have been an accidental leak for sure, in fact it is my best guess to how this virus first spread. Also know that if China wanted to create a weaponized virus, it could do so and it would be far more deadly than the 2019 Coronavirus and they most certainly wouldn't publish papers about it.

I read the paper down through methods. There's no bioengineering going on (as you've pointed out), but this thread is full of people who can't read the paper but are quite certain it says the opposite of what it says. I'm pretty much ready to give up. It's not like people commenting seem interested in learning anything that conflicts with their beliefs.

No they wouldn't be publishing papers about it, but precursors to weapons are often published before the project is adapted to form a weapon.
I.e. if a project is privately developed and later weaponized, you might see publications from when there was no intention of creating a weapon.
