African american crime culture isn't really a thing. The problem with it is the crime is in the ghettos. The crime "culture" mainly comes from being in poverty and yes some people can get out of it but it isn't easy. Especially when gangs run rampant. Gangs are in every city and they aren't specific to african Americans or Latinos. Their are caucasian gangs and caucasian people that grow up in slums. It's a poverty issue and people in poverty tend to commit more crimes.
I worked for the NYCPD and EVERY black I arrested for stealing designer clothing or beer or candy had a $1000 smartphone in their pocket.
